US ambassador Sergio Gor visits Manipur and meets governor and chief minister
Gor held separate meetings with Ajay Kumar Bhalla and Yumnam Khemchand Singh on Friday, and was due to stay overnight in Imphal. He is the second US ambassador to visit the state in a decade.
Sergio Gor, the United States ambassador to India, arrived in Manipur on Friday and held separate meetings with Governor Ajay Kumar Bhalla and Chief Minister Yumnam Khemchand Singh. Sources familiar with his itinerary said Gor would spend the night in Imphal.
He is the second US ambassador to visit the state in a decade, and the visit comes while Manipur remains affected by ethnic conflict that began more than three years ago.
What the ambassador said
Gor described both meetings on X in general terms, without reference to the conflict.
"Appreciated the opportunity to meet Manipur Governor Ajay Kumar Bhalla," he wrote. "We discussed the importance of continued U.S.-India engagement."
Of his meeting with the chief minister, Gor wrote that he had enjoyed hearing about Singh's vision for the state. He added: "We exchanged ideas about how the U.S. and India can work together to expand economic ties." He added that Singh had invited him back for the Manipur Sangai Festival.
The framing — engagement and economic ties, with an invitation to a cultural festival — is the language of a routine bilateral visit rather than of an intervention.
The scale of the conflict
According to the government's own estimate, at least 306 people have been killed in Manipur and 49 remain missing. The violence first flared in May 2023, after a Tribal Solidarity March was organised in the hill districts to protest against the Meitei community's demand for Scheduled Tribe status.
The conflict has been principally between the Meitei and Kuki-Zo communities. ThePrint reports that it has escalated in recent months, with episodes of violence between Kukis and Nagas.
Where the visit fits in his itinerary
Gor travelled to Manipur after a trip to Darjeeling, where he met a Rajya Sabha MP and former foreign secretary. He posted about that visit on 10 September, writing that the MP had been among the first to welcome him when he arrived in India, and had invited him to his home and constituency.
The Manipur visit also follows a trip to Jammu and Kashmir some weeks earlier, where Gor described the union territory as an "important part" of India and indicated a possible reassessment of the American travel advisory for the region. That was the first standalone visit by a US ambassador to India to the region since the abrogation of Article 370 in 2019.
Taken together, the three trips describe an ambassador travelling to parts of the country that predecessors have generally not visited, and doing so without commentary on their politics.
The precedent from 2018
The last US ambassador to visit Manipur was Kenneth Juster, who went in December 2018 to attend the Sangai Festival — the same event Singh has now invited Gor to.
Juster met the then governor, Najma Heptulla, and the then chief minister, N. Biren Singh, for discussions on development, regional connectivity and strengthening US–India relations. According to a statement from the US embassy at the time, he also met the NGO Social Service Awareness Organisation.
That visit predated the current conflict.
An earlier American statement
A few months after the clashes began, the then US ambassador Eric Garcetti addressed Manipur at a press conference in Kolkata in July 2023, offering assistance if it were sought.
"Let me speak about Manipur first. We pray for peace there," Garcetti said. "When you ask us about the concern of the United States, I don't think it's a strategic concern. I think it's about human concern."
He added: "You don't have to be an Indian to care when children or individuals die in this sort of violence."
Garcetti also said there had been progress in the Northeast and the East, and that the United States stood ready to assist if asked, while noting that the matter was India's own and that peace would enable more collaboration, projects and investment.
What was not said this time
Gor's public account of Friday's meetings made no reference to the conflict, to displacement or to any offer of assistance. Neither the governor's office nor the chief minister's office issued an account differing from that.
An ambassador's overnight stay in a state capital, and separate meetings with both the governor and the chief minister, is a substantive itinerary rather than a stopover. What was discussed beyond the two posts is not on the public record.
